 IIS7 does not return Request.ServerVariables("HTTPS") value properly

I recently worked on a server that does not return the value of Request.ServerVariables("HTTPS") Never seen this before. It always returns off regardless of if it is under https or not. Very strange has anyone dealt with such .net on IIS7 configuration?
